Most compliance issues are not questions of intent. They arise where a rule is genuinely complex, where a practice has been carried forward without anyone revisiting it, or where the right way of doing something was never clearly explained.

Education addresses that directly. When people understand why a requirement exists and how it applies to their own work, the improvement tends to persist long after the session ends.
